So it's with work. The idea of duty varies much among different nations. In a single country, if a guy does not do specific things, people will say he has acted wrongly; while if he does these very things in another country, people will say that he did not act correctly -- and yet we all know that there must be some universal concept of work. In the exact same way, one class of society thinks that certain things are among its job, while if it had to accomplish those things another class thinks quite contrary and would be terrified.
